New user to the list here, but wanted to drop my 2 cents in here.  Why not use a chroot'd ftp for these users.  This will prevent them from browsing/reading any other part of the file system.  I'm assuming you are just their web hosting provider and not their web developer.  Obviously being their web developer and allowing them to do their own web development would cut into your pocketbook.
 
We just got in our first Raq3 and so far I'm impressed with the web based frontends.  I imagine that we will probably use this sort of scenerio, but again we will only be in the position of hosting provider and not developer.
