I think I had that kind of problem myself.. the only way around I found was to allow everybody to install cgi's (on the admin site-configuration-access rights-install cgi scripts) (I am translating fron french so I hope I gave you the proper terms..). I just tried to put that setting back to allow only the admin and I've got that cgiwrapper error.. maybe that's your pbm.
