On both the RaQ and RaQ2 the answer will be found on line 41 of
/usr/lib/perl5/site_perl/auto/Cobalt/Vhost/vsite_admin_list.al

It pulls in the list for each virtual site into a master list 
then compares the number of entries in the master list against
the list of site admins.  If this number differes, then it
complains with the message below.

For me, the most common reason I saw this happening is that
we had gone behind the interface and added a user as a 'site admin'
in the /etc/group file.  The check is a rather stupid one IMHO
and in fact, the file lists a comment just before this check
of # sanity check...am I being too paranoid? ;-)

Either change your /etc/group file so no user outside 'admin' and
'httpd' appear only in the group 'site-adm' and one other group.

That or make the already proposed changes to the perl files associated
with Monitor to comment out the check and complain lines.
