Just how accurate does the sending time actually need to be - with emails
there is always going to be some lag in sending and receiving - for instance
on this list when I make a post then it will take sometimes a few seconds
and sometimes a few minutes before I see it come back. Also how frequently
does the recipient check their email for this incoming one - one minute - 5
mins 10 mins etc.
By naming the script correctly you can make it start as the first thing in
the cron, then anything else which is off and busy  should happen
afterwards.
Where are the emails you are sending coming from, are they short, long,
always the same etc? Are they database data, already in the sendmail queue,
exist as a text file?

I never said you would be able to get a script off a forum, but it shouldn't
be hard to write!
