Make sure that the scriptalias is pointing correct.
Can you run a perl script in the base cgi-bin? Also make sure that the .pl
is set as an accepted extension.

Unless you have to tell the GUI to allow CGI?
I remember having this happen on an Apache install on a Win2K box once,
can't remember the fix, seems it was the way I was calling the scriptalias
path. Sorry.
