Not true. It matters greatly.
If people try to send email to an IP# that's down, the sending server
will continue to reply, usually for four days, usually notifying the
sender of the delay after four hours.
But if all nameservers are down as well, the email will be returned to
the sender with the permanent error that the domain doesn't exist.
Same thing with website visitors... if the machine is down the visitor
will get a temporary error; if all nameservers are down the visitor
will get a permanent "no such domain error".
I don't know of a single Internet professional who wouldn't consider
that important enough to have slave DNS running somewhere else besides
on the same server.
We've been slaving DNS for ourselves and for our clients in multiple
worldwide DNS servers for years; it's actually quite easy.
