For an Announcement List we use 12All, very tight application that can be
set up to allow your clients to use this also.
http://www.activecampaign.com/12all/ It does cost money, but for the price
we felt it was well worth it. Excellent support. Runs on PHP and MySQL.

It will do scheduled sends, track messages etc.

And no we don't sell it, just use it and happy. For a list serv we use
MailMan. It can be installed on a Raq4 at least. We have before. We have a
