Are you looking for an announcement list or a discussion list?
If you're looking to support an announcement list you may want to look
at "Subscribe Me Pro"; we've successfully installed it on a RaQ 3 for
one of my clients. It's designed specifically for large announcement
lists, and has all the tools you may need, including rate limiting.
