Well All,
I opened the chassis, took out the fan from the CPU and noticed that it
would not spin when I hit it with an air can. Obviously that is a bad fan,
replaced the fan and everything looks great with CPU temps in the low 30's.
Another interesting note, these systems use AMD cpu's which are prone to
overheating. I noticed that my unit did not have any of that heat
dissipating glue under the CPU Heatsink. I added some for extra protection.
Thanks for all the help!

Others may disagree with me, but based on my history with the Raq, I would
say that yes, your temp is too high.
For the Raq's that I host, CPU temps are usually in the 33-35 degree
Celsius range. A couple weeks ago when I complained of nightly reboots
which ended up turning into random daily reboots several times a day ... I
noticed that my CPU temp on the box with near idle loads was close to what
you're reporting (low 40's). Swapping out fans solved the problem, the
temps now stay in the low to mid 30's with little load, and the random
reboots stopped.
Could be coincidence, but when I look at the Raqs I have that are running
without problems, mid 30's is where they like to sit.
YMMV
