it sounds like something's not quite right with the shell access, given that
putty is not connecting but just in case...
in WinSCP, i have port 22, protocol ssh (in Session menu) and ssh protocol
1.
what do you have in the Remote Directory option (under Environment). is it a
directory that actually exists on your box?
also, have you checked the logs on your server?
