runlevel 1 is single user mode.
runlevel 2 is networking without NFS (supposedly).
runlevel 3 is multi-user and networking. (default)
runlevel 4 is unused.
runlevel 5 is X -- generally a respawn on prefdm.
runlevel 6 is to reboot.
For a network server, 3 seems to be the logical choice.
