Short Answer: install pop-before-smtp.

Long Answer:  You are still relaying from an unauthorized IP through those
dialup connections.  For that to work you would have to add the ip blocks
of their dialup provider(s), through the RAQs mail configuration
Interface.  Normally, on a regular sendmail install you would set the up
in the /etc/ip_allow
