Eh? - If it's an X-program, it probably has a good reason to be. A
user interface is meant to be used by (surprise) a user. The RaQ
doesn't have a monitor connected... so...

This means that the best thing is, to display the windows (and the
program) on another computer. That computer can be running anything,
and can be placed anywhere (it just needs an internetconnection).

So you can use your normal Windows 98 machine as an X-server!

You can always use "Xvfb". It's an X-server designed for use, where
you do not want the display to be ... eh ... displayed :-)
