isn't there already some url that the client can access ...
http://www.raq_domain.com/~virtualsite ?  or
http://<raq_ip_address>/virtualsite ?

I've tried both of those (which don't work) .. but there has to be some way
to view html files that a client uploads to his "web" folder

(1) If your raq is not currently running DNS for that box, set it up. Then
have your client put in your raq's IP as his primary DNS.

(2) have your client create a local 'hosts' file on his box which
hard-codes joeblow.com to your raq's IP.
