[cobalt-users] RAQ2: blocking access based on Referer

Is it possible to block access from various users based on REFERER site?

A site elsewhere has a request for their users to spam our bulletin board.
They have a link on their site to our bulletin board.

Can we block people who simply try to use their link? I realize it wouldn't
be foolproof.
