No, you cannot create Regular "FP subwebs" and no you cannot install the
Apache patch in order to enable them. (Don't ask me why, I have not been
able to get a straight answer but it has to do with Cobalts proprietary
Frontpage system)
To use subwebs, you must use the Colbalt Administration area and add a user,
when setting up the user, (hint: setup the username to be whatever you want
the subweb's name to be) specify to create a FP web for them.  This will
create a subweb called ~username off the root directory.

site? If not are they able to be installed and how?
