Because you don't decide his username. He can call himself Bill Gates,
he can call himself president Clinton, and even more important, he can
call himself "postmaster@domain" unless you've remembered to already set
that up. Or "domain-administrator" or "webmaster" or anything else he
wants. I don't allow anyone to set up their own usernames on my boxes;
remember they're box-wide. If someone's trying a scam, I want to know
about it.

Better, but as I say, I never allow users to define their own usernames;
once they take a name it's box wide and no one else can have it. I
don't like that.
