It's add a complete user, but you can guve him "0" quote.
and that way- he can't use ftp

Why? You have full control, you  decide, how many users you want to allow to
be created,
And you decide this users settings: shell/quote/homedir/site etc....
Also, the script can be rewrites a little, and accounts will have to be
vaildated by the admin (it will be more simple... because now its run's like
"helf-hourly" crin job, you delete the cron job, and run the script by
yourself.)
