You seem to have gotten the wrong information; this problem doesn't seem to have anything to do with relaying. The problem is that mail is being sent from waugh.com and the recipient at shoppingct.com is set to not accept mails from names it cannot look up in DNS. 

Which if these domains is yours; the sending domain or the recipient, or both?
