Since you disabled CGIWrap then that problem probably has nothing to do with your permissions or writting to datafiles being you are bipassing it. If the script does it's job with a permission of 777 then that's not a CGIWrap issue....least that I'm aware of.

When its at 755, no data is written to the file and it says permission
denied???

Can someone suggest a way to have writing permissions set to 755 as a
default, instead of 777???
