I want all mail for one of my domains to be forwarded to another mail

changing the MX record for the domain, but that's about all I know. Can
some one tell me specifically which file needs to be changed and where it is
located?
Easy way: change the MX record you've now got for the domain to point to
whatever other system you wish to handle the mail.
Be sure to tell the other system to handle mail for this domain.
More robust solution; set up the RaQ2 with an additional MX record for the
domain, with a higher priority, resolving to the mail server you wish to
handle mail for the domain. Be sure to tell the other system you wish to
handle the mail.
Also, is this change immediate, or does it require stopping and restarting
the server?
You need to stop and restart the DNS server. If you're using the gui
interface, you just click to update DNS and it will restart the
server. Otherwise you need to do it manually.
