I'm using Netscape, ditto. Sometimes it is appropriate to preface a
reply with a comment at the top, but generally not. Otherwise I move
the cursor down through the material deleting and writing as I go along.
So as far as I'm concerned cursor *starting* at the top is "correct".

This sounds like a good idea: I'd take two out of the three.
Splitting along Qube / Raq lines would make less sense. IMHO.
