[cobalt-users] creating directories.

I am using a perl script to create directories on the server.  After
creating the directories, I cannot upload files to them using ftp.  I have
tried creating the directories from a browser and creating them from the
telnet prompt. Either way, I cannot upload files.  I have tried numerous
settings for permissions, but no luck.  Can anyone provide a clue?
