[cobalt-users] FP2K sub-web creation on RaQ3

When we try to create a FP sub-web on any site on our RaQ3 (IP based sites) 
we get the following error:

Server error: The web server you are using does not support creating, 
renaming or deleting subwebs from the Frontpage client. You must ask your 
ISP or web server admin to create, rename or delete your sub-web.

Is there a way to allow the users to create their own subwebs via the FP 
client?

How do I, as the server admin, create these subwebs?

Our end goal is to have this:
Site name: doaminname.com with a sub-web called secure, thus our users go to 
www.domainname.com/secure/ to enter our secure portion of the site. We 
password protect the sub-web using FP2K. We have this setup on another 
server(Unix) and it works great.
