Sounds like you need to take a look at your httpd.conf and assure that
the line
AddType application/x-httpd-php3 .php3 .phtml .php
is present. Then make sure the filename you're going to in your browser
ends in one of those extensions.
I've not used Cobalt's RPMs, so I can't comment on those specifically...
