I doubt it's the server doing it. "dirty" = dithering... (ie. specks in images.)
IE is who's dithering your images (trying to find the closest color match).
You only get something like 215 colors to choose from in Netscape and maybe a few more in IE. Use an RGB pallet that has "web safe" colors in HEX format. You'll have a little better luck. Also, don't try compressing the GIF or JPGs or you'll continue to have dithering nightmares.
