Works beautifully without a virtual site. Why would he need one? Sites are only for email, web, and anonymous ftp. Unless he'll have a site at <ns1.domain.com> or users who get mail at <ns1.domain.com>, I can't see why he'll need one.

Nameservers could care less about domain names.  They use IP#s.

Setup a virtual site for your secondary NS and point NS1 to the server's IP.
Then add domains and it will work beautifully.
