Who's the administrator? You? If so, then you get to give out user names. If he is, then let him take the responsibility.
If it's a company power struggle, then let your boss know the problem, and stick to your guns unless the boss tells you to give it to him. Then, when the system crashes and you can't fix it because you don't know what he did, at least he may be fired along with you.
