Where is there a 200 user limit?  We've got one site (originally on a
RaQ1, now on a RaQ3) with over 650 users.  On a RaQ1 or RaQ2, having
lots of users in a single site doesn't work real well because they
display all the users in a single HTML table.  But on a RaQ3, it will
display them a few at a time (you can configure the number, and the list
is searchable).  But if you are setting up only a few (less than 50) per
domain, you shouldn't have any trouble even on a RaQ1 or RaQ2.
