[cobalt-users] 200 user limit ?

Just a quick question to make sure I understand this.

Does Cobalt impose a 200 user limit on each server sold?
If this is true, is there a way around it?

I have the domain name vic.bc.ca (Stands for Victoria BC Canada)
I want to offer Victoria based Businesses sub domains under vic.bc.ca
Example: business.vic.bc.ca for $4.99 a month. As you can see this
price is not a whole lot and I anticipate getting an overload of 
clients. But if I am limited to 200 users per machine, this could
be more of a burden than anticipated, especially when they want email
accounts. Now I am not only looking at each sub domain but email 
users to.

If anyone has any ideas about changing this stupid restriction 
Please fill me in.
