What platform? Application or CGI/Perl script to run on the server?
One application that I have seen in action is "IP Sentry" for Win 95/98/NT.
Monitors not just your connection, but your various services (HTTP, FTP,
POP, SMTP, etc...) running on one or more servers. It will page, e-mail,
etc... if the service is down for a specified period of time. Also
provides outtage logging and reporting functions....
