Hmm worked fine, and led to:

ftp://ftp.cc.utexas.edu/pub/npasswd/ or
ftp://ftp.cc.utexas.edu/people/clyde/npasswd/doc/index.html

I do not know if there are any RPMs.  I am used to building
everything from scratch.  It includes a pretty good configuration
tool.
