Yes, although it can vary. Using the form on their web site is
just effort in futility (to date, I've received only 2 responses
to about a half dozen separate inquires, and those were received
a week and a half after my inquiry, by which time I'd already
phoned someone at Cobalt and obtained a solution).

Depending on when you call (I found I've been most successful
phoning just when Cobalt opens in the morning), you can either get
a tech or be que'd (2+ hour wait). Results here are mixed: about
half the time they've returned my call, and the other half I've had
to phone back and place another request.
