password? I'm not sure if that would have any effect or not.

I would say the easiest way would be to download all the files. Remove the
site. Add the site and user back in again with FrontPage extensions set up
from the beginning. Recreate the directory structure via FrontPage, and
using the File --> Import function, bring the files back in.
