Technically, yes.  Anyone can, in theory, propose a new newsgroup; it 
doesn't even require a "home" base or server.

Just read up on newsgroups, and propose one.  Something like 
alt.support.cobalt.users should work just fine.

Another, easier and faster way, requiring no appproval, would be for 
Cobalt, or you (or me for that matter) to host it on their own system as a 
private newsgroup.  But then only people who know how to find it on an 
alternate news server would ever see it.
