I know of at least a few companies that configure their subnets this way:

The primary addresses stay with the subnet, the secondary IP#s are 
completely portable; they move them to where-ever they need them.

Not that it makes any sense from a practical point of view; it's just easy 
to understand logistically if you're of that mindset.
