If he reinstalled Winodws on a wiped hard disk, no.
If he reinstalled Windows without wiping the hard disk...

I have one other thing. I instructed my customer to use a different
provider, always the same. He does not get the website, he always gets the
"old" ip for the domain which is no longer active and forwards him to this
file "start.htm".
I don't know what to do. A lot of people all over the world told me that
they can access the site, only his system makes problems. Does anybody if
perhaps Windows is caching this old ip in any way ?
