You use the same dialup account? And you get the right place. And he doesn't.

If that's really true, then the problem MUST be something in his system.
You say, he says, he's completely reinstalled everything.
Good. But something is different.
Look at his dialup adapter setup. What name-server does he show? What
name-server did you use when using his dialup account?
Did you dial in through the same phone number? If not, then do it, even if
it's a long-distance call, as it's possible that the ISP uses different
nameservers based on dialup POP.
There MUST be a difference. Between your system and his. Find it <smile>.
