Debbie,
You need to load the Pop-before-Relay package from Cobalt's ftp site. You
can get the file
at:
ftp://ftp.cobaltnet.com/pub/contrib/binaries/RaQ3i-POP-before-Relay-1.2.pkg
It works quite well!!
