I've just implemented such a system a few weeks ago.
It takes form data, encrypts it using PGP, and e-mails
it through to the back-office.
Works like a charm.
Not on a Cobalt box though, although this shouldn't
make a big difference.
If you can't find a pre-written "pgpmail" system, it
would not be hard to take something like "FormMail"
and modify it to use PGP.
You'll need to understand how PGP works anyway, ie:
importing and exporting keys, setting trust levels, etc.
