You want to look for the POP before SMTP.pkg file on the cobalt FTP site:

ftp://ftp.cobaltnet.com/pub/contrib/binaries/RaQ3i-POP-before-Relay-1.2.pkg
This will allow your users to relay through the RaQ3 after they have
successfully logged in the RaQ3 with a pop account. So in order to send mail
through the server the person would have to check mail first.
