Sorry it took me a few days to answer...  I'm not sure if anyone else has 
answered yet or not, but you also have to make that user a member of the 
group for that site.

For example, here's the appropriate line from my /etc/group file, for 
site5, where site5 is the site in question:

> site5:x:116:admin

That's what it looks like before I change it.

Then I change it so it looks like this:

> site5:x:116:admin,username

where "username" (without the quotes, and preceeded by a comma) is the name 
of the user that's going to be able to do the uploads.
