The RaQ 2 user email vacation responder sends one response to each
sender once weekly. So, send email from an email address, you get a
response. Send another email to that address in the same week, and you
won't get a response. Send another email from the same address to a
different user on the RaQ 2 and you will get a response again.
The one week tolerance can't be changed in the administrative web user
interface.
