Run the following commands as root to clean it up:
/var/lib/cobalt/uninstallers/pop-before-smtp-1.1.uninst 
Then re-install the package.

Why did you run sysreset -f?  This is a dangerous command unless you
understand the full implications of it.   I would NOT recommend running
this command to fix ANY problem.
