Yes, /etc/logrotate.conf is over-ridden if there is a file for the log in
/etc/logrotate.d/
If you are running DNS on your raq, you can verify it by looking at the log file for
your name server...
For example, the log file for ns2.badweb.com has never been rotated because it
doesn't get any http traffic... Even if it did, there is just a page there
redirecting you to www.badweb.com...
