Ben,

It means that the user proabably got cut off in the middle of downloading
mail, and the mailbox is currently locked.  It should clear itself up,
relatively quickly.  If not, you may have to grep for and kill the user
sessions (ie: ps aux | grep username   then kill (or kill -9) the
offending PID number).
