[cobalt-users] ADMIN rights have changed

It seems that the ADMIN user's rights have changed and can no longer ftp to
sites. Other ID's with site admin rights can still maintain the sites.

I spent 15minutes on death hold with Cobalt, called on the other line and
got someone to promise me a callback within a 1/2 hour. That was an hour
ago.
