Whoa...

There might be a difference in how it works in the US and in Europe.
In Europe you only have to fill out a form from RIPE at any time where you
enter the number of host IP-addresses you need. There is no extra charge
depending on IP-addresses.

It might be different in other parts of the world as RIPE is a European
organisation.
