I don't think it's a bug. The RAQ makes a user directory for every user you add to a site, whether or not they're a "Site Admin" for that domain. They just need to put in / or /web for the remote directory they want. It would be nice if the option was there to just add an FTP Admin account without creating the user directory. Ditto for just adding a POP3 email account and no FTP.
Yes, but the sites admin SHOULD be placed into the directory two levels below their home directory.
This allows them to go to the /web direcory, and update the entire site, or go to /users/xxx/web to update their personal homepage.
This does not happen, and the admin cannot cd back down the tree to update the website.
