I don't think it's a bug. The RAQ makes a user directory for every user you
add to a site, whether or not they're a "Site Admin" for that domain. They
just need to put in / or /web for the remote directory they want.
It would be nice if the option was there to just add an FTP Admin account
without creating the user directory. Ditto for just adding a POP3 email
account and no FTP.
